All of the city's storm drain facilities and structures are hereby made a part of the stormwater utility. Governmentally owned streets and storm drain facilities operated and maintained by, or for, the state or county shall not be deemed city storm drain facilities. Streets and storm drain facilities operated and maintained by a private entity shall not be deemed city storm drain facilities. (Ord. 1233, 11-15-2016)
