There is hereby created the Draper City stormwater utility. The utility shall operate, maintain and improve all city storm drain facilities used for the conveyance of stormwater through, under or over lands, beginning at a point where stormwater first enters the storm drain facilities and ending at a point where the stormwater exits the facilities.
