No person shall utilize water from the City's water system without having an approved device and having an approved fee paid. Usage through fire hydrants, device to bypass a meter, or water meter without first making application to the Water Superintendent is a violation. An approved connection is required to provide water for all development, construction, building or other construction or related activities requiring water from the City's water system. When a connection is through a fire hydrant or metered connection then water usage shall be metered and paid for by the person using such water or the person owning the real property on which the water is used. When a device to bypass a meter is used, prepayment of usage fee is required. Violation of this section shall be a Class B misdemeanor, punishable by fine, imprisonment, or both, as prescribed by applicable Statutes of the State of Utah. (Ord. 1352, 9-18-2018)
