The water superintendent shall cause water service to be restored if the person requesting such service substantially complies with the following provisions:
A. Application: The property owner requesting restoration of water service completely fills out, signs, and files with the City Public Works Department an application as set forth in section 16-1-050 of this chapter.
B. Deposit: The person requesting water service pays a deposit in the amount herein described. There shall be two (2) deposit amounts set by the City Council by resolution, a greater and a lesser amount. All applicants shall pay the lesser amount except:
1. Applicants not residing in Draper City;
2. Applicants who rent or lease the premises to be furnished with water service;
3. Applicants who will use the water service provided for industrial or commercial purposes and thereby consume a significantly greater amount of water than a single-family residential dwelling's occupants;
4. Notwithstanding the above provisions, the City Council, on recommendation of the Water Superintendent or City Manager, may require by resolution a deposit in a different amount from any applicant. The Water Superintendent may delay the provision of water service to such applicant to allow the City Council to act on his or her recommendation or until sixty (60) days have elapsed since application was made, whichever occurs first.
C. Fee: The person requesting water service pays a fee for turning on water service in an amount to be set by the City Council by resolution.
D. Payment: The person requesting restoration of water service pays in advance, before water service is provided, the base rate service charge for the billing period in which he or she is applying, except that persons requesting water service and filing applications therefor within the last four (4) days of a billing period, shall pay the base rate service charge for the billing period immediately after the billing period in which application is filed, and no charge shall be made for any water service provided to such person by the City during the last four (4) days of the billing period.
