It shall be unlawful for any person by himself or herself directly or indirectly through family, servants, or agents to connect to, disconnect, repair or alter the city water system or any part thereof, including, but not limited to, any water line or water meter, except as herein provided, or without prior authority first obtained to open any fire hydrant, stopcock, valve, or other fixtures attached to the system of water supply, unless it is done pursuant to a proper application, agreement or resolution. The violation of this section shall be a class B misdemeanor, punishable by fine, imprisonment, or both as prescribed by applicable statutes of the state of Utah. (1994 Code)
