The water superintendent shall administer and enforce this chapter under the direction of the city manager and shall manage the city's water pursuant to the provisions of this chapter and pursuant to the resolutions, rules, regulations, ordinances and directives adopted by the city council from time to time prescribing his or her powers and duties.
