The public works department, as is authorized in section 3-1-070 of this code, shall administer all such streets and public improvements as are authorized by the mayor with the advice and consent of the city council by ordinance or resolution certified by the city recorder. The public works director may be assigned to a preexisting city official by another title and can be anyone whom the mayor, with the advice and consent of the council, designates as a public works director.
