A permittee holding an unexpired permit may apply in writing for an extension of time within which work may commence under that permit showing that circumstances beyond the control of the permittee have prevented action from being taken within the time required by section 10-3-080 of this chapter. Upon sufficient showing, the city may extend the time for action by the permittee; provided, that such extension shall not exceed a period of one hundred eighty (180) days and shall only be permitted once.
