This title shall be deemed a continuation of title 9 and not a new enactment insofar as the substance of revisions included herein, whether in the same or different language. This title shall be so interpreted upon any question concerning the tenure of an officer or board established by prior title 9, or upon any question concerning the legal conformity of any lot, structure, or use, except as may be otherwise provided in chapter 6, "Nonconforming Uses, Structures And Lots", of this title.
