A. The conversion of overhead utility facilities to underground facilities shall be accomplished in accordance with provisions of section 8-2-050 of this title.
B. The owners or developers of property along rights of way with overhead utility facilities shall be charged an overhead facilities conversion fee in accordance with the provisions of section 8-2-050 of this title. The fee shall be based on the frontage of the property, measured in feet, and shall assess a portion of the cost of converting the facilities, which portion shall be determined by the city council and shall represent an equitable allocation of the burden of conversion among all obtaining substantial benefits therefrom. For minor subdivisions, as defined in the Draper City subdivision ordinance, the fee shall be based on the width of the street, private lane or right of way, which is the outlet from the developed parcel to the existing public street providing access to the development.
