A provider will be allowed to install utility lines for telecommunications purposes overhead if:
A. The lines can be placed on already existing poles;
B. It is infeasible to place the lines underground at the time; and
C. The provider agrees to move the lines underground when the city directs, so long as the directive from the city does not place the provider at a competitive disadvantage. (Ord. 340, 11-16-1999)
