The purpose of this chapter is to provide for the efficient operation, maintenance, and appearance of the Draper City Cemetery. The city finds that cemetery grounds are considered sacred and should be maintained and treated with respect and decorum. The city recognizes the rituals associated with the grieving process and finds that the privacy of mourners should be protected against disruption and intentional infliction of emotional distress.
