It shall be the duty of any authorized city inspector, appointed under the provisions of the city municipal code or otherwise authorized assistants, to make examinations and investigations of the areas of streets referred to in section 7-13-130 of this chapter, or its successor, to determine whether the persons referred to in that section are complying with the provisions of this chapter.
