7-11-100: TIME AND PLACE OF PICK UP:
A.   Except as provided in subsection B of this section, all automated refuse or recycling containers subject to residential collection shall be placed on the edge of the street at least ten feet (10') from any mailbox. The container's wheels shall be as close to the curb as reasonably possible, with the hinge thereof to curbside and the lid opening facing toward the street. When snow or street construction prevents placing of the automated refuse or recycling containers against the curb, the container shall be placed within two feet (2') from the edge of said snow or construction and in a manner that will not obstruct traffic or unduly impede the snowplowing activities of the city.
B.   For residences located in a cul-de-sac, containers shall be placed in a straight line within the center of the cul-de-sac with the hinge facing opposite the direction of vehicle traffic entering the cul-de-sac and placed no less than one foot (1') apart.
C.   Automated refuse or recycling containers shall not be placed or permitted to block driveways or through traffic.
D.   Automated refuse and recycling containers must not be set out upon the street for collection prior to the day before collection and must be set out prior to seven o'clock (7:00) A.M. on the day of collection.
E.   All empty automated refuse and recycling containers must be removed from the street as soon as practicable after being emptied but in no case later than the same day they are emptied.
F.   Residents who are physically unable to wheel automated refuse or recycling containers to curbside may contact the city to arrange for pick up assistance from the city.
G.   It shall be unlawful to park a vehicle upon a public street during the hours of refuse/recycling pick up in a manner that interferes with a service provider's access to automated refuse or recycling containers. (Ord. 1401, 9-24-2019)
