7-2-110: EFFECT OF AMENDMENT:
Any amendment or repeal effected by adoption of this chapter or any section thereof shall not affect any right which has accrued, any duty imposed, any penalty incurred, nor any action or proceeding commenced under or by virtue of the section amended or repealed, nor shall any repeal of any section have the effect of reviving any section heretofore repealed or superseded.
