3-1-068: FINANCE DEPARTMENT:
There is hereby created and established a finance department. The finance department shall be responsible for the budgeting, payroll, financial compliance, utility billing, treasury functions, purchasing functions and other functions as deemed appropriate by the city council and city manager.
