The city council is the legislative body of the city and shall exercise the legislative powers and perform the legislative duties and functions of the city and may perform such other functions as may be specifically provided or necessarily implied by law. The city council may also exercise any executive or administrative power and perform or supervise the performance of any executive or administrative duty or function that has not been given to the mayor under state law or removed from the mayor in accordance with and subject to the provisions set forth in Utah Code Annotated section 10-3b-303, as amended.
