The purpose of this chapter is to establish basic development standards consistent with the goals and policies of the Comprehensive Plan and to set specific conditions for various uses or areas where problems are frequently encountered within the City. The regulations set forth are adopted to serve, protect and promote the public health, safety and welfare, and to preserve and enhance the aesthetic qualities of the City, while allowing for the orderly and efficient development of property in accordance with all State and Federal regulations.
