929.08 REDUCTION IN RATES: COMMERCIAL; INSTITUTIONAL,

   (a)    The Rubbish Rate Review Board shall annually prepare regulations and guidelines establishing criteria for the assessment of surcharges to commercial and institutional accounts. Such regulations and guidelines shall be annually submitted to Council for a formal approval together with the regulations referred to in Section 929.07(c).

   (b)    Any commercial or institutional account disputing their rate as established, may once annually request the Board to review such rate according to the established approved regulation for the year in which such review is requested.

   (c)    If the Board determines that the rate is not in compliance with the established approved regulations, then such rate may be adjusted upward or downward to reflect the proper rate, but in no event may the rate be adjusted lower than the base rate set forth in Section 929.03(d).
