929.07 REDUCTION IN RATES: RESIDENTIAL.
(a) The occupant of any residence in need of receiving the garbage and rubbish collection service of the City, but, who because of limited or fixed income, is unable to pay the regular monthly charge set forth in this chapter, may once annually apply to the Rubbish Rate Review Board for a reduction, but not an elimination of such rate.
(b) A Rubbish Rate Review Board is hereby established and shall consist of the Director of Public Service, the chairman of the Service Committee of Council and a citizen to be appointed by the Mayor to serve a term of two years from the date of the Mayor's appointment.
(c) The Board shall annually prepare a list of regulations and guidelines to be submitted to Council and approved thereby. Such regulations and guidelines shall establish criteria for the eligibility for a reduction of the monthly rates, and shall establish graduated reductions of the current rates for persons meeting such criteria.
(d) Such regulations and guidelines shall be submitted to Council on or before the first day of April, 1980, and thereafter, on or before the first day of November of each year for the following year and shall be approved by Council prior to the first day of the following year.
All applications shall be considered on an annual basis and must be filed or renewed annually.
All applications filed on or before the first of January of the year in which such regulations and guidelines are approved, shall be determined based upon the regulations and guidelines presented to Council for approval during that year. (Ord. 15-80. Passed 3-17-80.)
