927.15 DETERMINATION OF RATES.

   (a)    For the purposes provided in Section 927.14, there is levied and charged upon each lot, parcel of land or premises having a connection with the system or otherwise discharging sewage, wastes, water or other liquids, either directly or indirectly into the system, or capable of being served by the system, sewer charges payable as hereinafter provided, and in amounts to be determined in this section and Sections 927.16 and 927.17.

   (b)    Except as hereinafter otherwise provided, sewer charges at the rates provided in this section and Sections 927.16 and 927.17 with respect to any premises, shall be based upon the water consumption for the premises, as herein defined, for the billing period applicable to the premises. "Water consumption" means the amount which would be payable for the water consumed upon the premises, measured and/or as determined in Section 927.18 during the applicable sewer service billing period.

   (c)    All sanitary sewer charges shall end in cents nearest to five or zero.
