927.18 RATE MEASUREMENT.
(a) On all premises using water supplied exclusively by the City, water consumption of the premises shall be measured by water meter or meters acceptable to the Director of Public Service.
(b) On premises using water supplied in whole or in part from sources other than from the water works system of the City, the Director of Public Service shall require the owner or user to install a water meter or sewer meter satisfactory to him in order to measure the sewage. The Director shall charge the same rate as that charged for City water service.
(c) In the event it can be shown to the satisfaction of the Director of Public Service, with respect to any premises, that a portion of the water from any source consumed on the premises does not and cannot enter the system, then in each such case, the owner or interested party may, at his expense, install and maintain separate metering devices to the extent necessary to demonstrate to the satisfaction of the Director of Public Service the portion of the water consumed on the premises which is discharged into the system, which portion shall constitute the basis for computing the sewer charge for the premises under Sections 927.15 to 927.17.
