923.05 PRIVATE CONSTRUCTION OF SEWER MAINS; REIMBURSEMENT.
   (a)    The owner or owners of lots or lands who construct a sanitary sewer main for his or their own use in accordance with the City engineering specifications, is exempt from the foot frontage assessment. This exemption shall apply to all succeeding land owners providing the land use for which the sanitary sewer services were installed does not change. If the land use changes, the fees in Section 923.02 and/or Section 923.03 shall apply.
   (b)    During a period of ten years, any adjacent property owner who did not participate in the construction cost of the sanitary sewer, unless the prior land owner did, and who desires to tap into this line for a sewer lateral shall reimburse, through the City, the person or persons that paid for the construction, the sum of fifteen dollars ($15.00) per foot frontage for each side of the street, or thirty dollars ($30.00) per foot for both sides of the street.
   (c)    After the ten year period expires, no reimbursements shall be made to the owners who privately construct the sewers. In lieu of such reimbursement, the fees in Section 923.02 and Section 923.03 shall be paid to the City and retained by the City.
