545.03 POINTING AND DISCHARGING FIREARMS; EXCEPTIONS.
   (a)   Except as otherwise permitted under Ohio law and Section 545.03(d) and Section 545.13, no person within the City shall intentionally point or aim any firearm either loaded or empty, at or toward any other person.
   (b)   In addition to the provisions of Section 545.13 allowing the discharging of firearms within the confines of an indoor shooting range, the Mayor may give permission in writing to any person to discharge firearms for any lawful purpose, upon proper written application being made by the person together with a statement giving the reasons for the application and designating the time and place.
   (c)   Section 545.13 shall govern the operation of an indoor shooting range and the discharge of any firearm within an indoor shooting range within the City of Dover.
   (d)   The provisions of this section do not apply to any person using firearms in the lawful defense of his person, family or property, or to persons in the lawful discharge of their official duties, or when lawfully authorized by the Mayor.
   (e)   Whoever violates this section is guilty of a misdemeanor of the fourth degree.
