§ 92.21  IDENTIFICATION TAG REQUIRED.
   No person shall own, harbor, or possess any dog four months old, or over, that does not at all times, when the dog is off the premises of the owner, wear a collar or harness with a license tag attached, issued pursuant to the laws of the state.
