§ 90.21  PROHIBITED FIRES.
   (A)   Applicability.  Fires include all fires started or maintained on or in any public street, right-of-way, easement, alley, or other public ground, as well as fires started or maintained on any private land.
   (B)   Rubbish fires.  No person shall start or maintain any fire intended to burn rubbish, garbage, or other refuse.
   (C)   Leaf, brush, and natural refuse fires.  No person shall start or maintain any fire intended to dispose of leaves, brush, or other natural refuse by burning.
   (D)   Building debris, construction material, and automobiles.  No person shall start or maintain any fire intended to dispose of building demolition debris and excess construction material or burning of automobiles, tires, rubber, plastics, or other similar materials.
   (E)   Other fires.  No person shall start or maintain any fire which creates enough smoke or other combustion related nuisance to cause respiratory or skin irritation.  All fires, both inside and outside of structures which are not confined, are prohibited.
