Any significant industrial user which discharges nondomestic waste into the sanitary sewer system prior to the effective date of this chapter and who wishes to continue the discharges in the future shall, within 90 days after the date, apply to the Authority Board for an industrial discharge permit and shall not cause or allow discharges to the POTW after 180 days from the effective date of this chapter, except in accordance with a permit issued by the Authority.
