7-8-2: AMENDMENTS TO CODE:
   (A)   Chapter 1, section M-101.1 Title, of the international mechanical code of the city of Dixon is amended to read as follows:
      M-101.1 Title. These regulations shall be known as the International Mechanical Code Of The City Of Dixon, hereinafter referred to as "this code".
   (B)   Chapter 1, section M-106.5.2 Fee Schedule, of the international mechanical code of the city of Dixon is amended to read as follows:
      M-106.5.2 Fee Schedule. Fees shall be determined according to section 7-1-9 of the Dixon city code.
   (C)   Chapter 1, section M-106.5.3 Fee Refunds, of the international mechanical code of the city of Dixon is amended to read as follows:
      M-106.5.3 Fee Refunds. In the case of a revocation of a permit or abandonment or discontinuance of a building permit, the portion of the work actually completed shall be computed and any excess fee for the uncompleted work may be returned to the permit holder upon written request. All plan examination and permit processing fees and all penalties that have been imposed on the permit holder under the requirements of this code shall first be collected.
   (D)   Chapter 1, section M-108.1 Unlawful Acts, of the international mechanical code of the city of Dixon is amended to read as follows:
      M-108.1 Unlawful Acts. Any person, found guilty of violating any provision of these regulations or of any lawful order or notice from the building official pertaining to these regulations, shall be subject to the fines or penalties as prescribed by this code, or any section, rule or regulation promulgated hereunder, the performance of any act if required, prohibited, or declared to be unlawful, or if a definite fine or penalty is not provided for a violation thereof, any person, firm or corporation who shall be convicted of a violation of any such section shall, for each offense, be fined the sum of not less than $100.00 nor more than $750.00. Each day's violation shall constitute a separate offense. The suspension or revocation of any license, certificate, permit or other privilege, conferred by this jurisdiction, shall not be regarded as a penalty for the purpose of this code.
   (E)   Chapter 1, section M-108.4 Violation Penalties, of the international mechanical code of the city of Dixon is amended to read as follows:
      M-108.4 Violation Penalties. Any person who shall violate a provision of this code or shall fail to comply with any of the requirements thereof or who shall erect, construct, alter or repair mechanical equipment or systems in violation of an approved plan or directive of the building official, or of a permit or certificate issued under the provisions of this code, shall be guilty of a class B misdemeanor, punishable by a fine of not less than $100.00 nor more than $750.00. Each day that a violation continues shall be deemed a separate offense.
   (F)   Chapter 1, section M-108.5 Stop Work Orders, of the international mechanical code of the city of Dixon is amended to read as follows:
      M-108.5 Stop Work Orders. Upon notice from the building official that mechanical work is being done contrary to the provisions of this code or in a dangerous or unsafe manner, such work shall immediately cease. Such notice shall be in writing and shall be given to the owner of the property, or to the owner's agent, or to the person doing the work. The notice shall state the conditions under which work is authorized to resume. Where an emergency exists, the building official shall not be required to give a written notice prior to stopping the work. Any person who shall continue any work on the system after having been served with a stop-work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be liable to a fine of not less than $100.00 or more than $750.00.
   (G)   Chapter 3, section 301.11 Plumbing Connections, of the international mechanical code of the city of Dixon is amended to read as follows:
      301.11 Plumbing Connections. Potable water supply and building drainage system connections to equipment and appliances regulated by this code shall be in accordance with the latest edition of the Illinois state plumbing code.
   (H)   Section 309.1 is amended to read as follows:
      309.1 Space-Heating Systems. Interior spaces intended for human occupancy shall be provided with active heating systems capable of maintaining a minimum indoor temperature of 68°F (20°C) at a point 3 feet (914 mm) above floor on the design heating day. The installation of portable space heaters shall not be used to achieve compliance with this section.
      Exception: Interior spaces where the primary purpose is not associated with human comfort.
   (I)   Section 508.1 is amended to read as follows:
      508.1 Makeup Air. Makeup air shall be supplied during the operation of commercial kitchen exhaust systems that are provided for commercial cooking appliances. The amount of makeup air supplied to the building from all sources shall be approximately equal to the amount of exhaust air for all exhaust systems for the building. The makeup air shall not reduce the effectiveness of the exhaust system. Makeup air shall be provided by mechanical means. Mechanical makeup air systems shall be automatically controlled to start and operate simultaneously with the exhaust system. Makeup air intake opening locations shall comply with section 401.4.
   (J)   Section 603.6.1.1 is amended to read as follows:
      603.6.1.1 Duct Length. Flexible air ducts shall be limited in length to 8 feet overall from termination point and contain no more than the equivalent of one 90 degree turn with no offset greater than 45 degrees. All flexible air ducts shall be of the insulated type. Flexible ducts shall only be used for branches.
   (K)   Section 603.6.2.1 is amended to read as follows:
      603.6.2.1 Connector Length. Flexible air connectors shall be limited in length to 8 feet overall from termination point and contain no more than the equivalent of one 90 degree turn with no offset greater than 45 degrees. All flexible air connectors shall be of the insulated type. Flexible ducts shall only be used for branches.
   (L)   Section 801.2.2 is added to read as follows:
      801.2.2 Fuel Burning Appliances. PVC vent piping for a fuel burning appliance that located in a concealed space shall be marked/labeled every 36 inches so as to distinguish it from plumbing or other piping.
   (M)   Section 918.7 is added to read as follows:
      918.7 Furnace Cement Or Welding. The use of furnace cement or welding for the repair of furnace heat exchangers is prohibited.
   (N)   Section 929 is added to read as follows:
      Section 929
      Unvented Room Heaters
      929.1 General. Unvented room heaters and/or fireplaces are prohibited.
   (O)   Section 1002.1.1 is added to read as follows:
      1002.1.1 Installation. Water heaters greater than 5 gallons shall not be elevated more than 18" above finished floor (AFF). When elevated, the appliance shall be secured in an approved manner.
   (P)   Appendix A, Chimney Connector Pass-Throughs is added as part of this code.
   (Q)   Chapter 15 Referenced Standards, of the international mechanical code of the city of Dixon is amended to read as follows:
      1.   The referenced standard in chapter 15 of the international mechanical code of the city of Dixon, titled IPC-15, under the heading ICC, is hereby deleted and the following referenced standard is inserted in lieu thereof:
      Illinois state plumbing code (latest edition).
