No person shall operate a food service establishment, retail food store, vending operation, seasonal food operation, or mobile food unit within the County of DeWitt, State of Illinois, unless said person possesses a valid permit issued by the regulatory authority. The regulatory authority shall not issue a permit to any person who does not comply with the requirements of this chapter. The permit holder shall not transfer said permit to any other person. The permit shall be issued only for a particular business location and shall not authorize operations at other business locations. The permit holder shall post the permit in a conspicuous location in the food service establishment, retail food store, vending operation, mobile food unit, or seasonal food operation.
