(A) The owner(s) of any property who fails to obey the Council’s orders made in conformance of § 94.04 of this subchapter shall thereafter be liable for all costs incurred by the city, including attorneys’ fees and costs of publication incurred by the city in enforcing its orders.
(B) The Council shall ascertain and determine the probable cost of the work, the attorneys’ fees, and other costs incurred and shall assess the same against the property. The assessment shall be declared by resolution and it shall be entered in the docket of city liens and thereafter become a lien against the property.
