For the purpose of this Traffic Code, in addition to those definitions contained in the adopted chapters of the motor vehicle laws of the state, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ALLEY. A narrow street through the middle of a block.
LOADING ZONE. A space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of materials or freight.
MOTOR VEHICLE. Every vehicle that is self-propelled, including tractors, fork-lift trucks, motorcycles, road-building equipment, street-cleaning equipment, and any other vehicles capable of moving under their own power, notwithstanding that the vehicles may be exempt from licensing under the motor vehicle laws of the state.
PARK or PARKING. The condition of:
(1) A motor vehicle that is stopped while occupied by its operator with the engine turned off; or
(2) A motor vehicle that is stopped while unoccupied by the operator, whether or not the engine is turned off.
PASSENGER (LOADING) ZONE. A loading zone reserved only for the loading or unloading of passengers and their luggage.
PEDESTRIAN. A person on the public right-of-way, except:
(1) The operator or passenger of a motor vehicle or bicycle; or
(2) A person leading, driving, or riding an animal or animal-drawn conveyance.
STAND or STANDING. The a stopping of a motor vehicle while occupied by its operator with the engine running, except stopping in obedience to the instructions of a traffic officer or traffic-control device or for other traffic.
STOP. Complete cessation of movement.
STREET and OTHER PROPERTY OPEN TO PUBLIC TRAVEL.
(1) STREET. The terms “highway,” “road,” and “street,” when used in this Traffic Code or in the Oregon Revised Code chapters incorporated herein, shall be considered synonymous, unless the context precludes such construction. STREET, as defined in this chapter and the Oregon Revised Code chapters incorporated by reference herein, includes alleys, sidewalks, and parking areas and access ways owned or maintained by the city.
(2) OTHER PROPERTY OPEN TO PUBLIC TRAVEL. Property, whether publicly or privately maintained, upon which the public operates motor vehicles either by express or implied invitation other than streets, as defined above, and excepting public school property, county property, or property under the jurisdiction of the State Board of Higher Education.
(3) OTHER PROPERTY OPEN TO PUBLIC TRAVEL shall include but not be limited to parking lots, service station lots, shopping center and supermarket parking lots, and other access ways and parking areas open to general vehicular traffic, whether or not periodically closed to public use.
TRAFFIC-CONTROL DEVICE. A device to direct vehicular or pedestrian traffic, including but not limited to a sign, signaling mechanism, barricade, button, or street or curb marking installed by the city or other authority.
TRAFFIC LANE. The portion of the roadway used for the movement of a single line of vehicles.
VEHICLE. As used in subsequent sections of this Traffic Code, includes bicycles.
