(A) The owner of the property to which water and sewer service is provided shall be the party responsible for payment of all water and sewer service and usage charges. The obligation for payment of water and sewer service and usage charges shall become due and payable ten days after mailing date and shall be delinquent 30 days thereafter, whether or not any dwelling, building, or premises on the property is occupied or there is actual use.
(B) Water service rates shall be charged based upon the development type on the property, as calculated by “equivalent dwelling units” (EDU) and “equivalent EDUs” set forth in § 50.18 of this title.
(C) Water service and usage rates and miscellaneous service fees shall be per § 51.10 of this subchapter.
(D) In the event a water meter is out of order or cannot be read, the monthly usage charge shall be based on the customer’s average water usage during the previous six months.
