Any recyclables located at the curbside, in transfer stations, or in storage or transfer bins associated with commercial, municipal, or institutional establishments are the property of the City of Denison, Iowa. It is a violation of this Code of Ordinances for any person to collect or remove or cause to be collected or removed any such recyclable materials specified in Section 105.12 of this chapter unless authorized by the City. Each such collection in violation hereof shall constitute a separate and distinct offense.
