The City hereby establishes a mandatory program for the separation of recyclable materials from municipal waste by occupants of one-family dwellings, two-family dwellings, and other dwellings serviced by a curbside recycling collection route within the City limits. Occupants of dwelling units shall be responsible for the separation and preparation of recyclable materials from solid waste and their placement at curbside or at sites established herein.
