Any person who, as owner of the land so surveyed and platted, or as the agent of any such owner, shall sell or offer to sell any lot, block, subdivision, or part thereof in any such addition, division, or subdivision of lands as mentioned in § 154.01 of this chapter before the map, plat, or subdivision thereof has been submitted to, and approved by, the said President and Board of Trustees, shall be guilty of a petty offense.
