Any person who shall survey or plat any addition to the village, or any lands adjoining or within the same, into lots, blocks, or other subdivisions, or shall re-subdivide any block, lot, sublot, or part thereof within said village, shall submit the map, plat, or subdivision thereof to the President and Board of Trustees of the Village for its approval, and no such map, plat, or other subdivision shall be valid, or be admitted to record in the office of the Recorder of Deeds, in and for the county, until the same has been so submitted to, and approved by, said President and Board of Trustees.
