Any person who shall, as owner of the land so surveyed or platted, or as the agent of any such owner, cause to be recorded in the office of the Recorder of Deeds of the county any such map or plat of such subdivision mentioned in § 154.01, without having the same submitted to, and approved by, the President and Board of Trustees of said village, before filing the same for record, shall be guilty of a petty offense.
