Council shall annually review the adequacy of the compensation accorded employees by Section 147.16 in light of changes in the value of U.S. currency and the cost of living; the wages then being paid to municipal employees in accordance with collective bargaining agreements; the City's financial reserves, projected revenues and financial obligations; and such other factors as Council deems relevant. In the event Council finds it appropriate to increase the salaries of such employees it shall, by appropriate Ordinance, direct the Finance Director to increase the then present salary of all employees appointed to positions compensated under Section 147.16 by a uniform percentage and establish the date on which such uniform salary increases are to become effective.
