(a) When a position is reclassified to a higher classification by the Civil Service Commission, the base salary of all incumbent employees assigned to that position shall be the greater of:
(1) The minimum salary established by Section 147.16 for the pay class to which the position is reassigned; or
(2) 110% of the employee's salary on the date immediately preceding the effective date of the amendment of the job classification plan.
(b) When a position is reclassified to a lower classification by the Civil Service Commission, the base salary of all incumbent employees assigned to that position shall be the greater of:
(1) The minimum salary established by Section 147.16 for the pay class to which the position is reassigned; or
(2) The employee's salary on the date immediately preceding the effective date of the amendment of the job classification plan.
