The base salary of each employee who is promoted to a position that is compensated under the provisions of Section 147.16 after January 1, 1998, shall be the greater of:
(a) The minimum salary established by Section 147.16 for the pay classification to which the position to which the employee has been promoted is assigned; or
(b) 110% of the employee's salary on the date immediately preceding the effective date of the promotion.
