The base salary of each employee who is newly employed by the City by reason of an original appointment to a position compensated under the provisions of Section 147.16 shall be the minimum salary established for the pay class to which the position is assigned. A candidate who possesses qualifications that are beyond the minimum normally required for the position may be appointed at an advanced base salary that is deemed appropriate by the appointing authority and that does not exceed the 50th percentile of the salary range established by Section 147.16 for the pay class to which the position is assigned.
