147.06 PERSONAL LEAVE FOR EXEMPTED PERSONNEL.
   (a)    Each full-time employee appointed to an executive, administrative or professional position that is exempted by Section 147.04 from the payment of overtime compensation shall be credited with sixteen hours of personal leave each calendar year. Such credit shall be posted to the personal leave balance of each eligible employee on the first day of the first full biweekly pay period beginning in January. An employee who receives a permanent full time appointment to a position that is exempted from the overtime provisions of the Federal Fair Labor Standards Act shall be credited with personal leave for the balance of the year in which such appointment is made on a prorated basis in the amount of .6153 hours personal leave for each full biweekly pay period remaining from the date of appointment to December 31 of the year in which the appointment is made.
   (b)   Each full-time nonexempt employee may elect to use sixteen (16) hours (2 days) of sick leave for personal use. This leave shall be deducted from the employee’s accumulated, but unused sick leave on an hour per hour basis. Conditional sick leave days shall not be accumulative from one year to another. Employees shall schedule the above conditional sick leave days in the same manner as required for vacation scheduling.
   (c)    Employees entitled to personal leave under this section may accrue additional compensatory personal leave in recognition of time worked in excess of forty hours during a regular workweek. Such leave may be accrued on the basis of one hour of leave for each hour worked in excess of forty hours in a workweek but shall not exceed a total award of eighty hours leave per year. The accrual of compensatory personal leave shall be subject to uniform rules prescribed by the Board of Control.
   (d)    Eligible employees, on giving reasonable notice to their appointing authority in the manner required by such regulations as may be adopted by the Board of Control, may use personal leave for absences due to legal or business matters, family emergencies or obligations, weddings, religious holidays and similar occasions of a personal nature without reduction in salary. When personal leave is used, it shall be deducted from the employee's personal leave balance on the basis of absence from work during normally scheduled hours in accordance with uniform regulations prescribed by the Board of Control. Personal leave not used in one year may not be carried over for use in successive years. No benefit accrued under this section shall be convertible to pay or otherwise to cash or to any equivalent of cash.
