139.04 AUXILIARY POLICE UNIT.
   (a)    Establishment. An Auxiliary Police Unit is hereby established within the Police Division of the City.

   (b)    City Administrator to be Executive Head. The City Administrator shall be the executive head of the Auxiliary Police Unit and shall make all appointments and removals of auxiliary police officers, subject to any general regulations prescribed by Council by ordinance. The City Administrator shall prescribe rules and regulations for the organization, training, administration, control and conduct of the Auxiliary Police Unit.

   (c)    Members Not Eligible for Relief or Pension. Members of the Auxiliary Police Unit are not eligible for membership in the police relief and pension fund under Ohio R.C. Chapter 742.

   (d)    Members Not in Classified Service. Members of the Auxiliary Police Unit shall not be in the classified service of the City.

   (e)    Compensation. All services performed by auxiliary police officers shall be on a voluntary basis and within the City. An auxiliary police officer shall be paid one dollar ($1.00) annually.

   (f)    Authority of Chief. The Chief of Police shall have such powers with respect to the Auxiliary Police Unit as are granted in Section 139.02 .

   (g)    Nonliability. Neither the City, an agent or representative of the City, an officer appointed under this section, nor any person, receiver, trustee or other agent who, in good faith, executes any executive order, rule or regulation promulgated pursuant to this section, shall be liable for injury or damage sustained to persons or property as the direct and proximate result of the action.
