139.02 POWERS OF CHIEF OF POLICE.
   (a)    The Chief of Police shall have the exclusive control of all patrolmen and other officers and employees in the Police Division and the Auxiliary Police Unit under general rules and regulations prescribed for such Division and such Auxiliary Unit by the City Administrator.
   (b)    Pursuant to Ohio R.C. 737.041, the Chief of Police or the Assistant Chief is hereby designated as the Police Division officer who may authorize members of the Division to provide police protection to any county, municipal corporation or township in the State.
