(a) Fort Street from Clinton Street to Washington Avenue and Washington Avenue from Fort Street to Second Street shall be permanently designated as two-way streets.
(b) Any such change in this designation shall vest solely with the Citizens of Defiance and shall be accomplished by a vote of the electors of the City of Defiance at a General Election through a proposal submitted by City Council in a matter similar to Section 1.06 of the Charter of the City of Defiance, in that, by submission of the proposed change of two-way designation to the electors of the City and a vote by the electors at the next General Election. If any such change of two-way designation shall be approved by a majority of the electors of the City of Defiance voting thereon, it shall become part of this Section.
(c) This section shall not be overridden by any other power vested to any person or entity via the charter of the City of Defiance or the Codified Ordinances of the City of Defiance. Temporary closures or changes of the traffic pattern of these streets shall be accomplished via Ordinance of City Council and shall not last longer than thirty days without submission to the electors of the City of Defiance as spelled out in subsection (b) of Section 905.20.
