1339.04 DANGEROUS STRUCTURE DEFINED.
   Any building, dwelling, dwelling unit, rooming unit, industrialized unit, manufactured housing unit or other structure, or any separately secured part thereof, that has one or more of the following defects shall be deemed dangerous:
   (a)   Bearing walls or other vertical structural members that list, lean or buckle to such an extent as to weaken the structural support provided;
   (b)    Supporting members that have sustained damage or suffered deterioration amounting to thirty-three percent (33%) or more of the value of the structure exclusive of the foundation;
   (c)    Nonsupporting enclosing or outside walls or covering that have sustained damage or suffered deterioration amounting to fifty percent (50%) or more of the value of the structure exclusive of the foundation;
   (d)    Improperly distributed loads upon the floors or roofs, or floors or roofs that have insufficient strength to support the loads presented by use made of the structure with reasonable safety;
   (e)    Parts that are attached in an insecure manner as to create a risk of injury to persons on the premises or to the public in the event of windstorm;
   (f)    Inadequate means of ingress and egress for the use made of the structure under standards established by this Building Code or by the Ohio Fire Code;
   (g)    Decay, rot, or infestation by insects or vermin to such an extent as is likely to cause sickness or disease;
   (h)    Unsanitary accumulations of garbage, biodegradable wastes or rubbish likely to cause sickness or disease;
   (i)    Accumulations of combustible wastes, refuse or rubbish to an extent that presents an unreasonable risk of fire;
   (j)   Accumulations of paints, solvents, oils, grease, chemicals, or other specially regulated substances maintained in violation of the Ohio Fire Code or applicable regulations promulgated by the Ohio Fire Marshal or Ohio Environmental Protection Agency;
   (k)    Structures lacking light, air and sanitation facilities required by Section 1335.02 for the protection of the health and safety of human beings who live or may live therein.
