The filing of a Notice of Appeal shall stay enforcement of any Order to remedy deficiencies set forth in the Notice and Order from which appeal is taken but shall not:
(a) Authorize the performance of any work for which a permit is required;
(b) Suspend enforcement of any stop work order;
(c) Authorize the performance of any work for which registration as a contractor is required; or
(d) Authorize entry into any structure or upon any premises to which a placard has been affixed pursuant to Section 1311.05(h) of the Codified Ordinances.
