Sec. 2-152. Jurisdiction of Board of Zoning Appeals.
   (a)   The Board of Zoning Appeals shall:
      (1)   Hear and make recommendations as to appeals from, and review any order, requirement, decision, or determination, made by the administrative official charged with the enforcement of the Village Zoning Ordinance;
      (2)   Hear all applications for variations to the provisions of the Zoning Ordinance and shall submit to the Village Board its recommendations accompanied by findings of fact specifying the reason or reasons therefor;
      (3)   Hear and make recommendations as to all matters referred to it or upon which it is required to pass under the terms of this Division or the Village Zoning Ordinance.
   (b)   The concurring vote of four (4) members of the board shall be necessary to recommend reversal of any order, requirement, decision, or determination of the officer from whom an appeal is taken or to decide in favor of the applicant any matter upon which it is required to pass under this Division, or to recommend any variation or modification in the Division to the corporate authorities.
