Sec. 2-148. Maps-Plats (Subdivisions-Zoning); approval.
   (a)   No map or plat of any subdivision presented for record affecting land within the corporate limits of the Village and in the territory contiguous thereto not more than one and one-half (11/2) miles distant, and not included in any city, village, or incorporated town, after the adoption of the official plan, be entitled to record or shall be valid unless the subdivision thereon shown shall provide for streets, alleys and public grounds in conformity with any requirements applicable thereto of such official plan. 1
   (b)   The Plan Commission shall annually review the official zoning map of the Village to ascertain that such map clearly and correctly reflects all changes in zoning district boundaries and all changes in the zoning classifications of all property within the Village occurring during the preceding year and shall, on or before March 31st of each year, submit such map with a list of all changes from the preceding map to the Board together with the Plan Commission's recommendation that such map be published by the Board as the official zoning map of the Village.
