(a) Members of the Plan Commission may elect a Vice Chairman from among their fellow members.
(b) The Plan Commission shall adopt rules of procedure and, except as otherwise may be provided in said rules, Robert's Rules of Order shall be followed by the Plan Commission in the conduct of its meetings. A copy of such rules as adopted and each amendment thereto shall be filed with the Village Clerk.
(c) Members of the Plan Commission shall serve without compensation.
(d) The Village Manager shall provide the Plan Commission with a secretary who shall attend Plan Commission meetings and hearings, prepare minutes thereof and perform such other secretarial services as the Plan Commission may require in the performance of its duties.
